Slam Dunc #117 - Do we need a treaty referendum?

ACT Party leader David Seymour has reiterated a referendum on the principles of the Treaty of Waitangi would be a condition for forming a government in coalition with National. Surely this is the last thing New Zealand needs at the moment?!
